Purely and simply a beginner's course. Wide open, zero challenge, safe for the kids and the elderly muni course. It's a transition zone between chip & putt/driving range, and an actual golf course. If you're shooting over 45 on this course it's best you stay here a while & practice. I can say the groundskeeping seems decent, and it's almost inconceivable that you could lose a ball. That said, one trip around was enough. Given that a vastly nicer course is 2 miles away and the greens fees were similar, it's hard to rationalize the course.
